Public policy is the most controversial phase of forestry. We may be wholly realistic about silviculture or forest economics or the utilization of timber. But the perennial discussion of what the people should do about their woods and other natural resources related to them draws deeply upon human interest and emotion. Often it starts a crusade. No author who attempts to write on forest policy for the student should be either a protagonist or an antagonist. Here is a great field of human endeavor in which nearly every people on earth has engaged and from which the world has accumulated vast experience.
